In 1994 we prepared the Design-Build development guidelines for the 22-story, 750,000-square-foot Elihu M. Harris office building at the Oakland Civic Center. Our tasks included program development, preliminary floor plans, massing studies, resolving sensitive urban and historical context issues, and producing detailed development criteria for subsequent development proposals. The site is at the core of the Oakland Civic Center, adjacent to the historical City Hall and new Federal Office Building.
The State is committed to using Design-Build development as a part of its office consolidation program, and it started with this project.
Construction on the project was completed in 1998 and it was subsequently certified LEED Silver by the USGBC.
