Defining our public spaces while serving public needs, civic architecture represents the community and vision of the future yet must endure change and equitably support the success of all.

Establishing an urban fabric for the current and future River District, Dreyfuss + Blackford Architecture is collaborating with ZGF on the State’s largest office complex to-date. Together with Hensel Phelps, the team will deliver a large campus with four high-performance office towers over a multi-function podium and a parking structure on a site north of Downtown Sacramento.

Each office building provides a rich amenities program calibrated for the needs of the building’s occupants as well as unique landscaped open spaces developed with RELM Studios. Featuring an integrated approach to sustainability, the project will exceed Title 24 by more than 15% and achieve the lowest practicable Energy Use Intensity (EUI).

The design of each tower conveys the significance of the civic functions housed within, while authentically reflecting the River District’s eclectic industrial character through the choice of materials including timber and metal. The site’s landscaping offers shade trees aligned to reinforce pedestrian circulation and wayfinding. The “Town Square”, a central public open space, and landscaped walkways at ground level tie together the podium and four towers into a coherent and inter-connected user experience. The towers are further connected by a three-story bridge between the two north towers, and a second level timber bridge across the Town Square, which forms a weather-protected link between the east and west of the campus. Amenity spaces are integrated into the podium, which is bisected by the Green Pathway, the central circulation spine that connects one end of the site to the other.

RBOC is designed to achieve zero net energy (ZNE) and zero net carbon (ZNC) for the entire site through State-purchased carbon-free green power.

Dreyfuss + Blackford has a specialty practice for Emergency Operations Centers (EOC) and our newest project of this type is for the County of Contra Costa. The County’s new EOC replaces an existing outdated facility.

This new essential service facility houses the office of the County Sheriff and Command Staff. A state-of-the-art Emergency Situation Room within the EOC is equipped with the highest level of communication technology. Additionally, the new building has a public training and lecture hall with amenities to support media briefings in times of emergency operations and community events.

Contra Costa County’s EOC is designed to operate independently for up to a week in the event of a natural disaster or crisis where city utilities are unable to function.

The project was designed to achieve LEED Gold certification.

SMUD Headquarters Rehabilitation

The Unruh Building on Capitol Mall is a Classical Greek architectural-style structure with significant historic features and sculptural works adorning both the exterior and interior. The central lobby on each floor is connected by an open marble staircase. Built in 1923, the Unruh Building was designed as the State Treasurer’s Office and has been continuously occupied for 85 years. It is on the National Register of Historic Places as part of the Capital Extension District.

Dreyfuss + Blackford Architecture developed the design guidelines to bring another 50 years of life to the building. A large-scale renovation will be done using the Design-Build delivery method and is in compliance with The Secretary of the Interior’s Standard for the Treatment of Historic Properties.

The scope of work includes full existing conditions assessment, user space program, development of design criteria for the building’s skin (which has some alterations inconsistent with the original design of the building), new emergency egress, all new finishes consistent with historic guidelines, all new mechanical, electrical, plumbing, and telecommunications systems.

State of California, Jesse M. Unruh Building Renovation Criteria Documents

The Bateson Building, designed by former state architect Sim van der Ryn, is an innovative office building owned by the State of California. The building is an exceptional example of environmentally-oriented civic architecture with features including canvas sunshades, skylights with operable louvers; thermal mass; and an energy control system. The office spaces are designed around a large central atrium which has four large stratification tubes. The building has been deemed eligible for the National Register of Historic Places.

Dreyfuss + Blackford Architecture is developing the criteria documents for a large-scale renovation of the building. These documents define the renovation to make the building last another 50 years. The criteria documents include existing conditions assessment, user space program; development of design criteria for the building’s skin which has significant water intrusion issues; and all new mechanical, electrical, plumbing, and telecommunications systems. All renovation work will be done in compliance with The Secretary of the Interior’s Standard for the Treatment of Historic Properties.

This project marks the first time the State of California is using the Design-Build method to renovate a historic building.

State of California, Gregory Bateson Building Renovation Criteria Documents

Central Terminal B is the centerpiece of Sacramento International Airport (SMF), reflecting the tree canopy identity of the Sacramento Region. The new terminal includes 23 gates, an automated people mover, local restaurants, expanded retail and security areas, plus multiple art exhibits including "Leap" the giant red rabbit by artist Lawrence Argent. Working with Corgan Associates and Fentress Architects, we served as the local architect on the project, dubbed "The Big Build." Central Terminal B was completed early and under budget, and is certified LEED Silver.

This newest terminal positions the greater Sacramento region for long-term growth, with future expansion to include additional gates and conversion the existing <a href="https://dbarch.wpengine.com/project/sacramento-international-airport-terminal-a/" target="_blank" rel="noopener">Terminal A</a> to an airside concourse with a second automated people mover.

The Placer County Animal Services Center replaces an existing 40+ year old shelter in north Auburn, California. It is a welcoming destination for visitors focused on animal wellness, care, and education.

The entire facility is designed to encourage people to quickly bond with adoptable animals in light-filled, transparent spaces that are engaging for all ages. Thoughtfully arranged in a compact plan, the program areas promote enhanced operational efficiency, flexibility, safety, and flow. Emphasizing public access and community visibility, the new Center is situated close to Avenue B, on the western edge of the Placer County Government Center in Auburn. The building has a patio outside the event center, bicycle racks near the front entrance, and a large, separately-accessible agility yard for the dogs.

The site is designed to protect the native habitat, trees, and open space for existing wildlife. A barn and paddock are situated in the southeast corner of the site with the ability to house horses, donkeys, cows, sheep and goats.

Integrated inside the facility are the latest best practices for disease control, odor control, and acoustics to promote health, reduce stress, and create a calming environment for both animals and people. The Center includes expanded spaces for dogs small and large, domesticated cats, feral cats, small mammals like rabbits, and exotics like geckos. A new animal clinic with a separate entrance is also part the new Center, specifically for animals residing at the Center. The new Center also includes a small store inside the lobby, called Retails, which sells items for adoptive owners, and products specifically branded by the Placer County Animal Services Center.

In 2017, the Design-Build Institute of America, Western Pacific Region awarded the project both a Design Excellence award and a Distinction Award.

The California Judicial Council identified Yolo County as one of the very highest needs jurisdictions for replacement court facilities. The existing historic courthouse, built in 1917, had severe access and security shortcomings that could not be readily corrected. In 2009, the Administrative Office of the Courts solicited for architectural services for Yolo County Courthouse and the team of Fentress Architects and Dreyfuss + Blackford was selected from over 45 other applicants.

The new courthouse consolidates six locations spread throughout the city into a single new downtown 163,000 square foot facility with 14 courtrooms and modern, supporting administrative space. This is the most significant new public building in Woodland in 50 years, and is carefully integrated into the urban fabric.

In 2018, the project received an award from the Justice Facilities Review Awards Program from the AIA's Academy of Architecture for Justice. In 2017, SEOCC awarded the project the Award of Excellence for New Construction. In 2016, the project received a Significant Project Achievement Award for New Building at the WCCC Owner's Project Excellence Awards.

Yolo County Woodland Superior Courthouse was designed to achieve LEED Silver certification by the USGBC.

We were engaged by the Public Employees Retirement System in the 1980’s to create a forward-thinking, 100-year headquarters for the organization. Lincoln Plaza quickly became a Sacramento landmark and displays many advanced features that have come into their own in the 21st Century. There were many firsts – one of the first office buildings to utilized raised computer floors throughout; to utilize an integrated energy management system for lights, shades and conditioning; and to feature a fully landscaped green roof. The timeless and quality design has aged very gracefully and the building remains a viable and much admired headquarters.

Over the intervening years, we have helped CalPERS to renovate nearly all of the building spaces, making good use of the modular systems and flexible open office environment from the original design parti. The raised access floors, modular panel system and carpet tiles all contribute to the ease of reconfiguration, energy and technology updates throughout the complex. In 2009 the building was certified LEED EB Gold by the US Green Building Council. Lincoln Plaza remains the vital heart and home to the largest pension fund in the United States, an elegant and timeless landmark.

Lincoln Plaza was <a href="https://dbarch.wpengine.com/wp-content/uploads/2016/02/AL_LP.pdf" target="_blank" rel="noopener">featured</a> in the February 2013 issue of Architectural Review from London, and the AIA Central Valley awarded the project the Regional Recognition Award the same year.

This is a visionary project for California's non-profit Independent System Operator (Cal ISO), a quasi-public organization which manages the high-voltage electrical grid for the entire State of California. The facility creates a secure, innovative and energy efficient headquarters complex.

Cal ISO's site is 25-acres of rolling grassland and native oaks. We developed a parti of three interconnected wings specialized for their specific functions. The public wing provides board and meeting rooms, training rooms, and interpretive exhibits; the multi-story open office wing houses 700+ staff, educational support services, Board Room; Cafe &amp; Dining Facility, and Health Club; and the Mission Critical wing provides a secure control room with full system redundancy for truly uninterrupted operations. The interiors were designed specifically to meet one of the organization’s primary goals of being an “Employer of Choice.” Creation of light filled and dynamic spaces encouraging creativity and interaction helps the organization attract and retain the best and brightest from the tech workforce.

The headquarters meets ambitious efficiency and sustainability goals, in keeping with Cal ISO’s mission. Features include thermal energy storage, photovoltaics, and preservation of native oak woodlands and the project is certified LEED Platinum. Cal ISO moved into their new headquarters campus, ahead of schedule and right on budget.

In 2012, Cal ISO received the prestigious DBIA National Awards for Best Overall Project and the Best Office Project. In Also received an Honorable Mention from the Metal Construction Association Chairman's Awards Program in 2012. In 2011, the project received a Construction Management Project Achievement Award from CMAA; a AIA Central Valley Merit Award; DBIA Western Region Excellence of Merit Award; SEAOCC Excellence in Structural Engineering for Sustainable Design Award; the Judge's Choice Award from the Sacramento Business Journal Best Real Estate Projects; a PCI Professional Design Award; ENR Best Office Project Award; and the WCCC Distinguished Projects Chairman Award.

California ISO Headquarters & Operations Center

A new 7-story parking structure, along with two adjacent surface parking lots will serve state workers at the new Richards Boulevard Office Complex, a key catalyst in the revitalization of the River District.

On the exterior, the precast concrete structural system is expressed along all four sides, contextually appropriate to the surrounding industrial aesthetic. The use of exposed concrete and a repeating grid mimics the exterior design strategies used at the complex’s main office towers, tying the two sides of the campus together. Materials used reinforce the ideas of openness and clear visibility. A portion of the parking structure will be screened with the majority occurring on the north façade.

The parking structure was strategically placed on the site to serve as a landmark for the larger campus with clearly defined paths of travel for vehicles, pedestrians, and bicyclists. A large, distinct pedestrian pathway which connects the parking structure and surface lots to the office complex is designed to provide safe and easy wayfinding and an enhanced pedestrian experience.

The structure’s internal layout allows for an efficient and clear arrangement of stalls and ramps. The main entry and exit points are located away from the pedestrian-oriented street to separate major vehicle and pedestrian traffic. The structural system eliminates the need for shear walls allowing the interior to feel more open and transparent.

State of California, Richards Boulevard Parking Structure

The populations of Lincoln, Rocklin, Roseville and Loomis have increased significantly in recent years, so Placer County is launching a new government service center in South Placer distinct from the county seat in Auburn. We prepared a master plan for the 72-acre site and provided full design services for the centerpiece, a new home for the Superior Courts.

The courthouse comprises nine full service courtrooms plus a full range of public and administrative support features, including childcare center, family services, mentoring and research facilities. The stacked courtroom arrangement allows very efficient secure custody and transfer facilities from the basement level. It also allows unique 2-story collegial judges chambers, with a large common library overlooking a restored vernal wetland. The use of energy efficient systems, recycled/recyclable and rapidly renewable materials make this a very green building. Close consultation with both Superior Court staff and the State’s Administrator of the Courts helped make this an optimum, technically advanced facility - the cutting edge of 21st century justice centers.

Monterey County Superior Court, New Fort Ord Courthouse Criteria Documents

This ultra energy-efficient, award-winning State office building houses the California Department of Education, and is part of the Capitol Area East End Complex, east of the Capitol building in Sacramento. The State solicited design/build teams to deliver the office project with a focus on sustainability. Our multi-disciplined team provided over one hundred environmental or sustainable enhancements to the basic building design, all within the stipulated Guaranteed Maximum Price (GMP). Items such as a 30 kVA photovoltaic array, raised access floors throughout, recycled materials and stringent air-quality testing were just a few of the features that led to a LEED Gold rating for the finished project. The building operates at approximately 32% below California Title 24 energy consumption standards—the most stringent standards in the nation.

Sustainable practices used during construction are now part of the State's green building manual. At least 25% of the building includes recycled materials, including the lobby marble flooring, which was salvaged from the Library &amp; Courts Building, circa 1923.

This new 10-story state office high-rise at the corner of 10th &amp; O Streets in Sacramento, fulfills critical office space infrastructure needs for the State of California. It serves as a temporary home for the legislative and executive elected officials for the duration of the Capitol Annex renovation. Afterwards, the building will remain the home for the legislative and executive staff.
Our Progressive Design-Build team of HOK and Hensel Phelps achieved the State’s aggressive energy use goals of Zero Net Energy and Carbon Neutrality through innovative design solutions which use a fraction of the energy of conventional office space. An energy efficient building skin allows for high levels of daylighting, minimizing direct sun on exterior glazing. Additionally, the split-core concept allows for an open plan with naturally-lit waiting areas, and several clustered conference spaces and common great rooms with views of the State Capitol. A highly-transparent open stair connects great rooms, encouraging impromptu meetings and interactions. The latest technology in lobby spaces and hearing rooms on the first two floors allows constituents to participate in government both inside hearing rooms and while in queue. Amenities include spaces for caucus meetings, conference committee meetings, general meeting rooms, legislative and executive branch offices, and integrated parking. With unparalleled views of Sacramento, the building will house 1,250 staff at opening and up to 2,200 staff in the future. A ground floor café will be open to the public after the Capitol Annex renovation is complete.
The project has a LEED Platinum certification and was the first to use Progressive Design-Build for the State of California.

The Judicial Council of California (JCC) has contracted with Dreyfuss + Blackford Architecture to prepare site acquisition and performance criteria documents for the New Fort Ord Courthouse. Identified as an “immediate need” by the JCC, the new courthouse will consolidate most family law, probate, and civil operations and replace three existing non-state-owned facilities. The site acquisition phase is the first step in developing the criteria document for the project and will provide information and recommendations for the evaluation of the prospective sites, with the associated documentation for each.
The New Fort Ord Courthouse will be located on a JCC-owned site in the City of Seaside. The courthouse will include seven multi-purpose courtrooms, chambers, and administrative support area. The primary programmatic elements include holding, jury assembly, alternative dispute resolution, family law and self-help services.
The project includes secured parking for judicial officers and approximately 280 surface parking spaces &#8211; a portion with solar power generation capability &#8211; and will be designed to achieve LEED Silver certification.
